Pool repair warranties and written quotes: what to get in writing before work starts

What should a pool repair quote and warranty include before I agree to the work?
Before work starts, get a written quote that defines the diagnosis, scope, products, exclusions, price, payment stages and timetable, and a written warranty that says what is covered, for how long and on what conditions. UAE consumer law requires a dated invoice in Arabic and obliges providers to guarantee a service for a period suited to its nature. On larger renovations, holding back part of the price until defects are fixed is common practice, and the handover should come with photographs, test results and manuals.
Why paperwork matters on pool work
Most pool repairs end up hidden. Once tiles are back on, pipework is buried and the pool is refilled, nobody can see what was done. If something fails later, the quote, invoice, warranty and handover documents are what show what was agreed. Getting them right before work starts costs nothing. Reconstructing them after a dispute is close to impossible.
What UAE consumer law already provides
Federal Law No. 15 of 2020 on Consumer Protection, which the UAE government portal notes was amended in 2023, applies to goods and services provided by suppliers across the mainland and free zones. For a household commissioning a repair, it means:
- Invoice. The provider must give a detailed invoice with its trade name, address and the type, price and details of the service. The invoice must be in Arabic, and other languages may be added.
- Warranty. The law defines a warranty as a written or implicit declaration that a service is free from defects, with an undertaking to repair the defect or provide the service again within a specific period.
- Service guarantee. The provider must guarantee its service to be free from defects for a period that suits the nature of the service. Otherwise it must refund all or part of the amount, or provide the service again correctly.
- No contracting out. Any term in a contract or invoice that would exempt the provider from these obligations is void.
The u.ae portal lists the Ministry of Economy and each emirate's economic department as the bodies that receive consumer complaints. Owners' associations, building managers and hotels contracting as businesses should not assume consumer law covers them, and should make the contract itself carry the protections they need. For everyone, the law is a floor. A good contractor will put more in writing.
What the quote should say
A quote you can hold a contractor to names:
- The diagnosis. What the specialist found and how, for example which lines were pressure tested and which failed.
- The scope. Exactly what will be done, area by area, and what will not.
- Products. Membranes, adhesives, grouts, pumps or liners by brand and product name, rather than vague terms such as "premium waterproofing" or "equivalent".
- Exclusions and assumptions. What happens if the shell turns out to be damaged when the tiles come off, or hidden pipework is worse than expected, and how extra work will be priced and approved before it is done.
- Price and payment stages. What is paid at signing, during the work and at completion.
- Timetable. Start date, duration, curing periods, and when the pool can be refilled and used.
- Approvals and access. Who obtains any permit or community no-objection letter, and who arranges access. See our guide to rules and approvals for pool work.
- Waste and water. How old materials and drained water will be removed.
- Who does the work. The company's licensed name and whether any part will be subcontracted. Our guide to choosing a pool repair specialist explains how to check a licence.
What the warranty should say
A warranty is only useful if it answers these points in writing:
- What is covered. Workmanship, materials, or both. For leak repairs, whether it covers the repaired point only, the whole line, or the pool.
- For how long, and from which date: completion, handover or refilling.
- Conditions. Most warranties depend on correct use and maintenance, so ask exactly what the contractor expects, such as water chemistry ranges, cleaning products and keeping the water level up. Manufacturers attach conditions too. Thursday Pools, for example, says lowering the water in its fibreglass pools below the skimmer can void the pool warranty.
- Equipment. New pumps, filters, chillers and chlorinators normally carry the manufacturer's own warranty. Ask who registers the product, who you call if it fails, and whether the installer's labour is covered as well.
- How to claim. Who to contact, in what form, and how quickly the contractor will respond.
Retention
On construction contracts in the UAE, holding back part of the price until defects have been put right is common practice. Writing for Chambers and Partners, Bassem Elazhary describes retention as not legally mandated but typically set at 10 per cent of the contract price, with half released on completion and the rest at the end of the defects liability period, usually one year after handover.
A small leak repair rarely justifies that structure. For a full renovation or a re-tiling, a retention, or at least a final payment due only after the pool has been refilled and run without problems for an agreed period, gives both sides a clear finish line. Write the amount, the release conditions and the period into the quote.
Handover documents
At the end of the job, ask for:
- an invoice in Arabic that matches the quote and any agreed variations
- the written warranty, signed and dated
- photographs taken during the work, especially of what is now hidden: shell repairs, membrane, pipework
- test results, such as a pressure test after a pipe repair or a water-loss check after refilling
- manuals and warranty cards for new equipment
- care instructions, including any start-up period for a new surface
Dubai Municipality's private pool guideline requires contractors to provide an operations and maintenance manual for the safety devices and enclosures they install. Apply the same standard to any equipment or surface: if you must maintain it a certain way to keep the warranty, that should be written down.
Keep these documents with the pool's water-test logbook. If you sell or let the villa, they become the pool's service history.
How this connects
Questions people ask
Does a pool repair have to come with a warranty in the UAE?
Federal Law No. 15 of 2020 on Consumer Protection requires a provider to guarantee its service to be free from defects for a period that suits the nature of the service, or to refund or redo it. A written warranty that states the cover, period and conditions removes doubt about what that means for your job.
Is a quotation in English enough?
A quote can be in any language you agree, but consumer law requires the invoice to be in Arabic, with other languages allowed alongside. Make sure the invoice matches the quote and any agreed changes.
Should I hold back part of the payment?
On larger renovations, retention is common practice in UAE construction, although it is not legally required. Agree any retention or final payment, and the conditions for releasing it, in the quote before work starts.
