Rules and approvals for pool work in the UAE

Do I need a permit or approval to repair or modify my pool in the UAE?
In Dubai, private villa pools must be registered with Dubai Municipality before construction, and both private and public pools must not be altered or modified without its approval; shared pools in buildings and compounds count as public pools and are run by the management entity. In Abu Dhabi, the municipal swimming pool guide requires a licence for operating or modifying pools other than private villa pools. For any specific job, check with the relevant authority and your building or community management before work starts.
What this article covers
This is a summary of what the authorities publish, written for owners and managers. It is not legal advice. Rules change, and the documents below do not answer every question about every kind of repair. Where something is not clearly documented, we say so. Always confirm with the authority and with your building or community management before work begins.
Dubai: private villa pools
Dubai Municipality's Private Swimming Pools Safety Guidelines (DM-HSD-GU80, issued 14 January 2020) apply to owners, contractors and occupiers of pools in private residential areas. A private pool is defined as a pool located in a single dwelling unit, meaning a private residential villa. The guideline covers any pool that can be filled to a depth of at least 300 mm.
Key points for owners:
- Registration. Pools in a private villa must be registered with Dubai Municipality before construction or installation starts.
- Alterations. A pool must not be altered or modified, for example by installing a diving board or slides, without Dubai Municipality's approval.
- Design. Pools must be designed and built to Dubai Municipality requirements, including the shell, pipework and fittings, filtration and recirculation, and disinfection.
- Safety. Every private pool needs a permanent enclosure that cannot be removed without tools. Safety covers or nets are recommended as an extra layer.
- Water quality. pH, chlorine and temperature are tested daily before use; calcium hardness, alkalinity, saturation index and cyanuric acid every 15 days; microbiological parameters every two months. Readings go in a logbook.
- Maintenance. A competent person must maintain the pool and its filtration and disinfection system, damaged parts must be repaired or replaced immediately, and equipment must be serviced to the manufacturer's instructions.
Dubai: shared, building and hotel pools
The Public Swimming Pools Safety Guidelines (DM-HSD-GU81, version 3.0, 30 April 2024) apply to owners, operators and contractors of public pools. Under Local Order 11/2003, a pool shared by several villas or apartments is a public pool. The examples listed include communal pools, pools inside residential buildings, pools in residential complexes, hotel pools, club pools and school pools.
Key points:
- Public pools must be registered with Dubai Municipality before construction, and must not be altered or modified without its approval.
- The operator must carry out a hazard assessment before any pool modification or major change.
- Maintenance must be carried out by competent persons, with work procedures, the manufacturer's maintenance manuals and permits to work (for example for confined space or electrical work) in place.
- During works, the operator must protect pool users, prevent unauthorised access with barricades or locked fencing, and fit a safety net or cover over an empty pool.
- Pools need automatic dosing and monitoring of pH and disinfectant, with daily testing recorded in a logbook.
Dubai: plan approval
The Technical Guidelines for Approval of Swimming Pool Plans (DM-HSD-GU34, version 4.0, 4 May 2024) apply to all public and private pools in Dubai. They explain that applications go through the Dubai Municipality e-service for clients in development areas, or through the Dubai Building Permits System for areas under Dubai Municipality.
The drawings required include the site plan, pool details and cross sections, the pipe fitting layout for the pool and pump room, electrical diagrams, the pump room layout with disinfection systems and turnover calculations, and equipment details. The guideline also states that the design of a pool must not be changed, and diving boards, slides or bridges must not be added or moved, without referring to the Health and Safety Department.
One detail worth knowing: the Dubai documents state turnover requirements differently. The plan approval guideline says pool water turnover must not exceed four hours, and the private pool guideline sets a four hour maximum retention time, while the public pool safety guideline lists a minimum recirculation of once every six hours for swimming pools. If your work touches pumps or filtration, ask your specialist which figure the authority applies to your pool.
Free zones and other jurisdictions in Dubai
If your property is in a free zone or another special development area, check which authority regulates pools there before assuming that the Dubai Municipality documents above are the only ones that apply.
Jointly owned buildings and communities in Dubai
Law No. 6 of 2019 on jointly owned real property lists swimming pools among the common parts of a building and among the common facilities of a master project. The management entity (the developer, a management company or a hotel management company, depending on the project) is responsible for managing, operating, maintaining and repairing the common parts, and the master developer manages and maintains the common facilities. Altering, redesigning or shutting down common facilities in a way that restricts owners' use is prohibited without the prior approval of the Dubai Land Department and the competent authority.
In practice, work on a shared pool is commissioned or approved by the management entity, not by an individual owner. For a private pool in a villa community, check whether the community rules or the developer require notice or a no-objection letter before works. We could not find a single published rule that applies to every community.
Abu Dhabi
Abu Dhabi City Municipality's guide to the executive regulations of Law No. (2) of 2012 on swimming pools (issued in 2018) sets health, technical and municipal requirements for an operating licence. It applies to swimming pools with the exception of pools in private residential villas. Operators must not run a pool or make modifications without a licence, must clean the filter at least once a week, must recirculate and treat all pool water every six hours, and must keep operating records for 12 months. Pools larger than 280 square metres, or disinfected with chlorine gas, must have their water treated by specialised, certified companies.
For private villa pools, which the guide excludes, check with the Department of Municipalities and Transport whether your works need a permit, and ask your contractor who will apply for it. We did not find a published rule stating which pool repairs at villas need a permit.
Sharjah and the northern emirates
We did not find published English-language guidance specific to pool repairs in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah or Fujairah. Owners there should check with their municipality and with building or community management before work starts.
A practical checklist
- Identify whether your pool is private (single villa) or shared.
- Find out which authority covers your area.
- For any alteration, assume approval is needed until the authority confirms otherwise.
- For shared pools, go through the management entity.
- Ask your specialist who will obtain any permits, and get that in writing.

How this connects
Questions people ask
Do I need approval to re-tile my villa pool in Dubai?
The Dubai Municipality guidelines require approval for alterations and modifications such as diving boards, slides and design changes, but do not specifically address like-for-like repairs. Check with Dubai Municipality (800900) and your community management before the work starts.
Who is responsible for repairing the pool in my apartment building?
Under Dubai's Law No. 6 of 2019, swimming pools are common parts, and the management entity is responsible for their management, operation, maintenance and repair. Report problems to building management rather than hiring a contractor yourself.
Does Abu Dhabi's swimming pool guide apply to my villa pool?
No. The guide states that it applies to swimming pools except those in private residential villas. For work on a villa pool, check with the Department of Municipalities and Transport whether a permit is needed.
